Director of Construction – Underground Wet Utilities

Job Description

We are hiring a Director of Construction for a leading underground wet utility contractor based in California. This hybrid leadership role oversees multiple large-scale projects across sewer, stormwater, and water infrastructure systems.

As Director, you’ll lead operations from preconstruction through project closeout—driving results, building high-performing teams, and ensuring excellence in execution, safety, and client satisfaction.

Key Responsibilities

• Oversee all construction operations related to wet utilities and water pipeline infrastructure
• Lead execution of multiple concurrent projects—ensuring safety, schedule, and budget alignment
• Provide support to project managers, superintendents, and field teams
• Drive operational standards for construction management, safety, and compliance
• Collaborate with preconstruction and estimating during early project phases
• Build and manage relationships with municipalities, public agencies, and private developers
• Approve and review budgets, change orders, and project schedules
• Ensure full compliance with contracts, regulations, and company policies
• Lead hiring, training, and performance development for construction staff
• Report to executive leadership and contribute to long-term strategic planning

What You Bring

• 12+ years in heavy civil construction, including 5+ years in a senior leadership role
• Proven success managing large-scale underground utility projects (water, sewer, storm drain)
• Expertise in construction methods for water mains, stormwater systems, and pipeline installation
• Strong grasp of public works contracts, permitting, and regulatory compliance
• Excellent team leadership, communication, and client relationship management skills
• Familiarity with industry software and scheduling tools
