Public Works Market Development Manager – Drive Growth in Arizona

We are hiring a Market Development Manager – Public Works in Arizona to partner with leadership, capitalize on current client opportunities, and build a growth plan for public sector markets. You will set strategy, guide capture efforts, and lead multi-disciplinary AEC teams to win and deliver high-impact infrastructure programs.

Key Responsibilities

• Set market strategy, priorities, and annual financial targets for the public works sector
• Build executive relationships with municipalities, agencies, EPC partners, and teaming firms
• Lead capture planning, pipeline development, client intel, and competitive positioning
• Oversee proposals and QA/QC for major submittals; manage contracts and negotiations
• Hire, mentor, and develop staff, including future leaders; provide sector direction
• Coordinate with Business Development and company leadership on strategic initiatives
• Provide project oversight and technical guidance to multi-disciplinary teams
• Track opportunities, run internal debriefs, and drive continuous improvement
• Represent the company at professional events; expand brand presence and market share
• Ensure profitability, utilization, and regional efficiency; report on KPIs and P&L

Qualifications

• Bachelor’s or Master’s in Civil Engineering, Landscape Architecture, Surveying, or related field
• 15+ years of progressive AEC experience serving public works clients
• Professional licensure (PE, RLA, or PLS) in Arizona preferred
• Proven record of creating new business and winning major pursuits
• History of leading and motivating high-performance site and design teams
• Strong client leadership, capture planning, contract, and negotiation skills
• Excellent written and verbal communication at executive level
